I have never experienced that error, so there is no way I can tell you for sure what the problem is. But I Googled "ie error 1316" and got lots of hits. After reading though a number of them, all seemingly related to the installation of different products on Windows. none Verizon, it appears to me the common thread was this error occurred while trying to re-install a program, or installing an upgrade to an existing program.
So, have you previously installed the Verizon In Home Agent and are now trying to re-install? Or installing an updated Version? If so, the solution seems to be to go into Control Panel and un-install the program first, then do the new install. If not, perhaps it is a corrupted download; have you tried re-downloading the file?
Other than the above, I don't have any other ideas at this point. As I said, I have never experienced this, so I am just winging it. But I hope this helps.
You have a legitimate question about how is someone with limited computer knowledge supposed to use the tool when this happens, but I hope you will keep in mind that is a Microsoft Windows message, not anything from Verizon, and Verizon cannot control what the message says. Now, what is causing the message to be generated may very well be a Verizon error, I don't know, but Windows is full of incomprehesible messages like this. So at worst Verizon shares the blame here.... ...at least IMHO.
