Trying to get fios at my location

Good day everyone. Im trying to get fiber optics wired on my block. I've been communicating with verizon so much that I've been going around in circles with no assistance. The block infront of me has fios wired and my block doesnt. Their is 2 cabinets in the area one on the block that has fios and one on the end of my block. All of the communication equipment runs behind my building. No poles. Ive called and filled complaints with 311 and they said theyll get back to me. Nothing. 

How can I reach somebody from engineering to assist me futher Please somebody help

It sounds as though you are in an apartment building.

If so, it may be the owner that will not allow FiOS to install.

Try reaching out to them to see what their input is.
