Verizon Fios two modems and bright noght lights

I've had verizon fios phone and internet service for about six months now and I don't get why I have to have two modems for phone and internet service. The main modem has bright lights in the middle of the night that I have to cover up with a towel.

The one with all the lights is the ONT(Optical Network Terminal). That is what converts the light signal from the fiber optic cable. The other one is the router which provides the internet and wifi.
