I am not able to edit or change the weather location information.  It appears that whoever programmed this tool bar is a poor programmer!  Any ideas out there?

Toolbars are usually more trouble than what they are worth.  Solutions, short of a permanent uninstall, are rarely found for toolbar issues.  Having said that, you could try uninstalling then reinstalling the toolbar.
