Verizon port forwarding issue? (None of ports being forwarded being opened)

I am trying to port forward port 25565 for a Fivem server. I am able to port forward the port and it says active in the verizon UI, but when I check to see if the port is open, it's not... I even checked it while the server was running to no avail. In the past, my past verizon routers had have a similar problem and I was always told to replace it, but I can't be asked to replace a router every 3 months... I was wondering if anyone has any ideas/solutions? It's a Fios Quantum Gateway router. There is no way this can be a hardware issue if it keeps happening... Thank you.
