Very slow upload speed on DSL

We have for the last few days been unable to complete uploads or they have been brutally slow. 155KB file takes 4 minutes. Anything mucgh bigger fails completely. Speed test shows downlaods at 2.75 Mbps but upload at 0.1 - 0.2 Mbps.  Tech support polite but said they couldn't do anything. Another post said 

"In the datacenter my connection was wired both as 50/50 and 75/75 Mbps with conflicting settings. After they switched to correct configuration, both upload and download speeds returned back to normal.

Unfortunately although this has been done remotely, the support by chat and phone was unable or unwilling to go the extra mile, escalate it to the network guys and resolve the problem when reported first time."
