Waive Fios Termination Fee

I've moved to an area (Ottumwa IA, 52501) where I cannot get FIOS service. Therefore I could not transfer my service. When I terminated my service and returned my equipment I was told by an agent I could request a waiver of the termination fee. I cannot find how to do that on the website. How to I request a waiver?

Call 1-800-VERIZON 

they may waive it but you never can tell with Verizon customer reps.
