Call Verizon to troubleshoot. It could be a bad modem. It could also be bad wiring inside or outside the home.

While I agree that could mean something is wrong, it also could mean that the modem is in Bridge-Bridge Mode instead of Bridge-Routed-DHCP mode OR Bridge-Routed-Static modem OR PPPoE Mode - and if you have your own separate NAT (RJ-45) WAN NAT router that would be a good / normal thing that it is in Bridge-Bridge Mode.
