My download speeds from 6:00 PM to around 1:00AM are terrible. They drop to lows of 400 kbps. Speeds of 6000 kbps are normal at 5:00AM so the line is good. Will Verizon add bandwidth for this CO?

I would consider asking Verizon to move you to some less congested equipment AND maintain 7Mbps service. The statistics you have are not too bad. As long as you have checked to ensure that during these bad periods nothing else is consuming data (or your Wi-Fi) then you should be all set. Good chance, the CO has plenty of bandwidth but the problem is due to a lack of load balancing.
