Hello, I cannot access to pan.baidu.com since last week. I can access by using my AT&T phone data. So I think the issue should be in the Fios Internet. Anyone can help on it? Thanks.

I could not ping pan.baidu.com either. I am in NYCMA. Other CLs can chime in from other regions, such as MA and PA.

I can't reach it from eastern PA, either.
An online ping test tool(*) does reach it from some locations, but not all. This may not be a Verizon specific problem. To ask Verizon for help, you'll need to reach out to them as we're mostly other users here. I suggest chat or tweet @VerizonSupport.

Folks, you're talking mostly to other customers here. This forum is NOT VERIZON SUPPORT.
Please contact Verizon through there support channels. For best results, I suggest using chat or tweeting @VerizonSupport.

Is Fios blocking this website?

Welcome to the forums. You're talking mostly to other customers here.
As a user, all I and others can do is confirm the issue exists. If you want to ask Verizon to look into it, you'll need to contact their support team. I suggest you use their on-line chat or tweet @VerizonSupport to reach their Social Media support team.
If you learn something from Verizon, please update this or the other thread.

If you change your DNS server and clear DNS cache, does the issue resolve?
