internet access on and off

My internet access reliability is the worst when the weather is bad.  Yesterday and today, the connection goes on and off. It doesn't work to turn the system of and then on again.  It is so frustrating.  anyone have any ideas?

Do you have landline service with Verizon? During the times the service is on and off are you hearing static or other noise on the line?

If not, tell us what modem you have (Model number and brand).
