Has webhosting service for Fios customers been discontinued? When I follow the directions from an old thread, I simply end up at my main account page.

I have not seen many isp’s still offer web hosting for years now. There are many free services and paid web hosting sites that can accommodate you.
cable internet doesn’t have it any longer. Another old time service “newsgroups” were a staple of internet service. Alas it’s gone also and only yahoo I believe still offers those groups. (I have three help sites up for over ten years on yahoo)
be careful on the web hosting site you choose. Many are spamming havens and you will get a crap load of it.
