"Windows has detected an IP address conflict"

Just recently I had a Window pop up saying this:

"Windows has detected an IP address conflict"

Within the Window it stated this.

"Another computer on this network has the same IP address as this computer. Contact your network administrator for help resolving this issue, More details are available in the Windows System event log"

I've done some searching & many seem to say this problem is from my USB 551L modem.

Since the window popped up the 1st time, its done so 3 times.

I have no other computer, no network, this is the only computer in this house & the only thing its hooked to is the USB 551L modem, & of course the electric cord, its hooked to no computer.

Can I get help to resolve this problem.

 

My OS is Windows 7 Professional.
