slower than it should be, bad line quality?

i get ~2.7 down .3-.4 up. i need more, and i'm not even getting what i'm paying for.

The issue does not appear to be line quality. Your DSL link is 3360kb on the downlink, and 864kb on the uplink, which is right where it should be for the 3mbps/768kbps tier of service. While your line probably isn't good for much more than your current service, it still well more than adequate to provide 3mbps service. So the problem has to be either upstream (network congestion/backhaul capacity), or your PC network configuration.

 Have you run Verizon's high speed Internet optimizer?

The upload's a bit lacking but everything else is spot on for where it should be. The lack of upload could be from anything so gauging it across actual FTP/HTTP uploads rather than Flash-based speed tests might help get some true results.

Unfortunately I'm afraid you won't really be going much faster than that. Verizon could probably push the download up another Megabit but that might push the line into a place where it should not be (unstable). Anything more on the download and upload (once we can get a 740kbps result) would have to require FiOS or Cable service.
