I have no problem to get into it through T-Mobile network which uses Level3 core network.

Thanks for reaching out. It looks like that site is blocking Verizon. You will need to contact the network host and ask that they unblock us. There should be an option, usually located at the bottom of their page, for contact.

Yiihua.com is a game provider in China and they say they do not block and IP.
From the tracert, it looks like Verizon is not send it out. How do you know yiihua.com blocks Verizon?
I don't have proble to access this site though my T-Mobile smart phone which uses Level 3 IP core and I also have no problem to access it through AT&T IP core when I am in my daughter's house:

1. Verizon assigns IP addresses dynamically. It's an automatic process, no one is manually handing out IPs.
2. The issue is not with the IP addresses that Verizon assigns, but with the blacklists not updating the IP addresses when they are changed. Verizon can't change third party sites' lists; it is up to the listing site to keep their filters updated.

I don't think there is a blacklist by yiihua.com.
Can this been the Verizon router configuration problem as it stopped almost immediately once it get into the edge router of Verizon in the tracert output.

I will think the tracert will show the route at least get out of USA and reached China even if it is blocked out by yiihua.com.
By the way, several iPhone APP that developed by China has the similar problem. I can download the APP from Apple APP store but failed to launch under WIFI/Verizon IP. I did not try if it can be launched if I turn off WIFI to force it to go through Level 3 IP.
It seems that Verizon has been having a handful of issues reaching sites in China lately in some areas. I wonder if a peer has been lost and not corrected.
