I WANT FIOS!!

I live where just about everybody in our city has access to FIOS, including neighborhoods directly surrounding ours.  When Verizon came installing FIOS, our home association leadership took it upon themselves to decline allowing the installation of the wires.  Of course, they have moved on and now we are stuck with sub 3Mbps internet, because our phone lines also stink for DSL, and Verizon will not upgrade those either.  Is there anybody I can communicate with so I can get FIOS in to our neighborhood?   It is already just a few hundred feet away.  I am pretty sure I can get the HOA to approve it.  At least can somebody take the time to evaluate it?  Thanks!!!!
