After verizon fixed a broken cable down the road from us a couple weeks ago our internet connection has been poor. My husband thinks its because our IP address has been changing frequently. How do we correct this?

Contact Verizon tech support directly, as they can run a line test, and also look at your DSL gateway remotely. There may still be an issue with your line even though the cut cables have been repaired. This is very true if the copper was wet or it was raining when the fix was made. The connections need to be clean and dry.
Also let me add if the connection is dopping because of a loose or poor connection on the cable splice, that could cause a disconnect and reconnect making the IP change. Loose wire and windy conditions?
