We just had a tech out and they replaced our ONT because our upload speed was <1 mbps, and the battery backup unit because it kept beeping for a dead battery that was just replaced 6 months ago.
Before, I was usually running with the ethernet cable hooked from the ONT directly into my computer (ont -> computer -> router), with the FIOS router 'behind' my computer with a second network card to supply wireless and internet to the set top boxes.
It's now set up with the router in front of my computer (ont -> router -> computer), and the internet goes out every 2 hours on the dot for about 3 seconds, which is long enough to kick me off teamspeak, ventrilo, skype, and any game I'm currently playing. When this happens, the ethernet WAN light turns off on the router. The router logs show this:

The dead battery is meaningless - you can just disconnect it and the beeping stops.
The ethernet connection going down and up periodically - you need to contact support and report that, it's an issue on their devices and they need to fix it.

I'm on live chat right now. On the battey backup unit we had, unplugging the battery did nothing to stop the beeping. The buttons to silence it didn't do anything either.

You'll need a new battery or a tech roll to replace the BBU to make that beeping stop at this point.

As they had already replaced the ont, the beeping battery issue was a moot point.
Did live chat help with your other issue?

You need to have the bbu replaced to a newer model. If the bbu goes out for a second it knocks out the internet along with it.

The only solution was to swap the router with an older 9100EM router we have laying in a box. The MI424 WR Rev I is the cause of the internet disconnecting every 2 hours. Now the only issues are, the 9100EM keeps changing the admin password over and over on its own, requiring a hard reset, and after a certain amount of time any device not hard wired to the router cannot connect to the internet at all (it gets an IP but DNS doesnt respond), and the upload speed issue we've been having for 2+ weeks now is still happening. Tech is due here tomorrow to reset the PON card

It sounds like your Actiontec router is defective. I have the same model you do and I've never seen an Internet interuption.
Maybe the tech who shows up today will have a replacement on his truck he could swap out for you.
Good luck.
