Speedtest.net shows plenty of bandwidth. Fast.com from Netflix shows bandwidth being throttled.
Doubt they are doing so yet. Although gateways between networks have been known to become overloaded.
Of course with the FCC ruling on net neutrality, they would be allowed to throttle.

However at present time the FCC vote on Net Neutrality is not enforced. No isp is going to jump the rope before it’s posted in the register.
additionally congress is getting ready to via voice vote over rule the FCC ruling. When that happens and the court challenges are all settled then and only then may the vote pass. But not yet.
