When will FiOS be available in Upland, CA?

Does anyone know why FiOS is still not available in Upland, CA ({edited for privacy})?

I'd like to know as well, some areas do have it around me and at some point they passed out fliers in our apartment but nothing happened of it... I was told our apartment has some sort of contract with spectrum, but that is unethical and I'd like for Verizon to continue the work here
