My recent bill shows a charge of $7.07 with a read of Federal Subscriber Line & Access Recovery Charge. Anyone know if this is legal and does it create another slush fund for Verizon?

Existed for a long time, and perfectly legal. The SLC part is capped at $6.50

It is certainly strange how they apply this fee to some but not all accounts.
The access recovery charge is associated with long distance access and is also a FCC allowed charge.
