Broken Line

I get phone service from my local cable company.  There is a broken line hanging from the pole and down through one of my trees.  It's the lowest line on the pole and seems to be one that  crossed the street.  It seems too thin to be electrical or cable.  How can I get someone to come out to cheeck it out.  I Don't want to be mowing the lawn in the spring and run into it

Here are two scenarios that identify a phone drop wire:    1) on the end you see 2 copper conductors and on the outside a rib runs the lenght of the wire and the wire is very rigid 2) on the end there are 4 insulated conductors that are blue/white, blue, ornage/white, and orange. 

If you have no phone line going to your house, it could have been a previously used phone line.
