Call Block not working

I set Incoming Call Block to Reject all anonymous calls. Today I got a call that showed on my phone only as "incoming call". I didn't pick up. I went to the log and it showed the missed call. I clicked on Call Block, and it showed the phone number as "unavailable". Doesn't that qualify as an "anonymous" call? Why did it get through? If blocking anonymous calls won't work, what will?

Anonymous call rejection blocks calls from someone who has blocked their caller ID information. If the name was "unavailable" calls, but the number was shown caller ID block was not used.    And ACR want stop those calls.

Also, there may still be a few places that do not provide caller ID info.  Some companies route their calls through those areas so their number stays private, but the call goes through.
