I can not find any info on how to block harasssing calls on my phone. I hear that Comcast allows you to block calls. I will look into that, maybe a switch is coming. Verizon makes it too hard to find solutions to problems.
Fios Digital Voice allows blocking up to 10 numbers
Some other blocking options exist. Those for FIOS Digital voice are the easiest to turn on and off.

I have digital voice, FIOS phone. I talked to verizon today and was told that the only way to block numbers was to subscribe to Call intercept.
Call intercept blocks those who don't send any phone number. This is different from so called anonymous numbers. I believe its an extra cost feature.
