Call on hold sounds horrible on FIOS digital voice

Why does all, including Verizon's, music on hold on FIOS digital telephone sound so totally HORRIBLE.  Yes, most music on hold is not high fidelity but this is NOT related to that.  I get better sounding music on hold on my CELL phone than I do on a landline phone on FIOS.  If FIOS is so good and has so much bandwidth why won't Verizon fix this.  This is 100% within Verizon's control (at the very least that is true of music on hold FROM Verizon) if they would just care enough to fix it.
