Caller ID Display on TV Not Working for Some Phone Numbers

Caller ID works fine on phone and TVs for most callers.  One friend's cell phone shows his name on the phone; however, shows "unavailable" on both TV sets.  Any ideas how to fix this?

your friend's cell phone number is set up to block ID for outgoing, ask him to cancell the feature

I removed his phone number and name from our home phone directory. We checked and his Caller ID is not blocked on his phone.  We used this path to check Settings/Phone/Show My Caller ID and it is ON, same as mine that shows my name on the TV.

My home phone shows his number and "unknown name". The TV shows his number and “unavailable”

Please provide your thoughts on troubleshooting ideas to fix this issue.
