Can't activate call forwarding

I recently added call forwarding busy/no answer to my land line and so far I have been unable to activate it; when I hit *72 all I get is a busy signal.

Hey DIG, the call forwarding busy/no answer is different from regular call forwarding.  If you regular call forwarding on your account you can also activate it by dialing 72#.

ok, so what's the secret handshake? I can't dig it out of the online help and when I called phone support they gave me the *72 code.
