Cannot make direct international phone call

I'm having trouble with my landline phone.

When I attempt to call direct international phone numbers (Dial 011), all I hear is a message that says,"Direct international phone calls cannot be made by this phone number.  LA3RDD".

I guess "LA3RDD" is an error code.

I hope Verzion representive can help me with this problem as I called numerous times and they still cannot solve this problem.
