Checked dial tone at box outside on the house. Me or the neighbor has no dial tone.
DSL is back on now phone is still not working.

Sounds like the tap out at the pole where you and your neighbor connect to might have been damaged. You'll need a Voice Repair tech to come out and see what is going on with the cabling, or PSTN equipment.
