Dial Tone but unable to Dial

I have a dial tone, and am receiving incoming calls, but i cannot dial out.

This has happened more than once, in all kinds of weather, sunny, rainy, etc.

The baseball playoffs are on!! I'd like to be able to call my friends.

This is ANNOYING!!

What happens when you try to dial out? Do you get any messages? Can you hear the tones when you try to dial out? Do you have 10 or 11 digit dialing?
