Phone won't ring for incoming calls. Phone chirps, then static, yet if you pick up the line the caller is there, if they haven't hung upyet confused by the chirp and static. What is this? I have disabled call forwarding (*73) I have used multiple phones on different lines. I have reset the power on the ONT. What's next? Internet and TV work great. Just the incoming calls are messed up...

How is the wiring in your home? This sounds a bit like a high resistance short. If this is a FiOS phone, try testing your phone at the test jack in the ONT. Otherwise if this is for POTS Telephone, connect a phone to your NID's test jack and see if service improves.
