Have dial tone and can receive calls but can't call out

I found out this morning that all my telephone set stations has dial tone, but when i push a number the dial tone remains the same, and does not mute to wait for my next push of numbers.  So in the end, i cannot dial out.  But i can still receive phone calls.

can any body help?
