Incoming callers hear Voice Mail Access message

Incoming callers are unable to leave a message. When they dial my number, they hear the Voice Mail access message, the same message that comes on when I retrieve messages from the outside. Today when I was dialing my voice mail access number, I wan not able to get through. Got a message that my number didn't exist.
