Intermittent Landline Service

Problem started about month ago and I could make calls, but could not receive them.  Callers received a busy signal if calling from a landline and  a message stating"  This number is incorrect Message 7 Switch 028" if they called from a wireless. 

First I was told it was my phone that was the issue.  Not the Case- Then repair said there was a bad switch at the central office and would take about 5 days to repair. 

Now I have the issue again accept no calls in or out this time.  Repair says this issue was fixed however I can make some calls but not to all number and only 800 calls can be received.  Any Ideas?
