Does Verizon offer a similar plan to ATT OneRate plan that it is a low monthly fee and then pay per minute of use? Or what is the most basic plan just so I have a landline in the house.

Verizon does offer a per per minute plan. Depending on your market you should be able to add it yourself online. I just spent two days trying to get my service pay per minute service landline. The agents might not be able to add it when you call in. Im attaching proof that verizon offers it. Its $14.99/Month
