I have two landline phones (AT&T) that both say "Line in Use" but neither is in use. I tried unplugging both for a few minutes, and unplugged the main base from the phone line, and nothing seems to work. I cannot make or receive calls.
You have a short circuit on the line which is tricking the telephone into thinking that the line is in use.
