Missed Calls/Hang Ups Registering As Voicemail

My mom recently changed over to Verizon Digital Voice from Comcast. When the phone is not answered, the phone indicates that there is voicemail. When the voicemail is called, there is no message. This always happens when the phone isn't answered and the caller hangs up. Any insight would be appreciated.
