Name Unavailabl showing but there is a phone number associated with call?

I am getting allot of calls which are labeld as Name Unavailabl but there is a number associated with the incoming call.  This information is present when I select the call.  The issue is if I Block this call it blocks all calls which come in as Name Unavailabl instead of just Blocking the number associated with the caller.  

Is there a work around for this.  We get some calls from friends who block their number and when I Block a Name Unavailabl number we block them as well.

Never seen it block by name.  May be an option I am not familiar with.  For Verizon FIos (when I was still Verizon and not Frontier) blocked by number.
