No Dial Tone but DSL works

Same problem as an earlier post. DSL works but get no dial tone on phone and screen on phone states line in use. Went through trouble shooting without success.

sorry...the response from Verizon on the post I referenced was that the problem had been escalated to a Verizon service agent.
