No Notice Network Maintenance

This morning the WAN connection was down at my home and there was no dial tone on my phone. After 30 minutes troubleshooting the set top box and router, I used my (non-Verizon) cell phone to call customer support. They explained that the Optical Line Terminal was undergoing planned maintenance.

Customers should be informed of planned maintenance outages, especially if maintenance actions will affect phone service.

Why does Verizon not inform customers of planned outages?
