I have the unlimited plan on our main phone line as part of FIOS bundle and a second line(at $9.99/month). Some calls on the bill (from both numbers) are charged at .05/minute. Many of the calls are in the same area code as ours, some are to others. Most calls are no-charge. Why aren't they all at no charge?

If the plan is Freedom Essentials, with unlimited regional toll and long distance, you shouldn't see per-minute billing. Contact Verizon to have them take a look at your plan. They will refund any erroneous charges.
