Regional Telephone Coverage

I live in Alexandria, VA.  I signed up for local and regional telephone service.  I can't find a representative or Verizon web page which will tell me what falls within that service area.  All I'v found is that "telephone regions are determined by the government" which really isn't responsive to my question.  Can anyone help?

I'm near the Pittsburgh, PA area and just spent 27 minutes being switched between departments(until I hung up in frustration) and no one could answer or even blame the 'government'  Anyone else????
