Riser cable issue.

-I have been going over for months with VZ to move a riser cable 17 inches from my bedroom wall to the wall.
its has been months and I was told 'VZ will not give me proper service because I am not a VZ customer.'
-After VZ was banned by my bldg because they told the above to the managing agent vz engineer sent me an email asking for $225 for a quote [really]
-The quote sent to me was for $6,000 ++ [plus the $225 for the quote]
$6000 to move a riser cable 17 inches?? seriously???
