Sensible Minute Plan rate change

It appears I was charged $5 on my current bill for the sensible minute plan which used to be $2.99.  I looked online and it says the sensible minute plan should be $2.99.  Why was I charged $5?  This is what is shows under my current services:

Provides you with the convenience of a simple flat rate of $.11 per minute for all your direct-dialed, regional toll calls and you can call whenever you like.
