I finally figured it out, but I wish the instructions were a little more clear.
I set up sub-mailboxes, but was never getting any messages in them. When I tested it, I'd get messages in my default box with the sound of pressing a key on the phone.
For the benefit of those who come after me...
The voicemail system only listens for people to press the sub-mailbox key while the message is playing. As soon as the message stops playing, the call is transferred to the default box. So, when I recorded a message that says, "For Dave press 1, for Paul press 2" before the caller could press either, they'd been transferred to the default mailbox.
So, I recorded a new message... "For Dave press 1, for Paul press 2... <pause for several seconds> For Dave press 1, for Paul press 2 <pause for several seconds> Please wait, transferring you to the default mailbox."
This longer message that repeats several times gives people enough time to pick the box they want. It works perfectly now.
