Setup a Pin to make outgoing calls?

Is it possible to setup a pin to where when someone wants to make an outgoing call they have to enter it to use the line AND is it possible to temporarily not allow calls to be made or received?
Trying to keep someone in the house off of the phone when I am not around.
I have FIOS.
