Text messages aren't going through!

So basically all day, since around 12 this afternoon, I have been having some trouble having my text messages go through. It says they've been sent, but the person who I'm sending to hasn't been recieving them/recieves them super late (like 3 hours later). I get his messages just fine, but its been frustrating because there's been a miscommunication all day. I tried restarting my phone twice, dialing *228, turning on and off airplane mode and nothing seems to be fixing the problem. I'm wondering if it's an area issue. It seems like this is only happening to one person too, it doesn't seem like I'm having trouble sending text messages to other people. I need this resolved asap! it's so frustrating!
