Unable to disable Call Block

I have been trying to disable Call Block (per call) for months now and have been unsuccessful. The billing departement even attempted to add Call Rejection to see it could remove it, but failed. Tried deactivating it with *80 multiple times, no dice. I continue to be billed and am quite unhappy with the excessive charges. Is there a way to completely disable it on your end and remove all of the numbers that are on the blocked list? Please advise. Thank you!

I seem to be having this problem with "International calls" (mostly from the UK and Europe).  I understand at the dial tone, you need to press *80.  As a response, I hear a continuous beep, which sounds like a busy signal.  Not sure if that is what should I expect.
