So what other options are there other than waiting on hold for 30+ minutes to deal with a dead phone line?
Already tried the link below, using "no dailtone" as my issue, to get a page timeout.

"Hey, please continue to use that link that you just mentioned times out"
It's like thinking that some day it will magically work.
You noted that the phone page left you hanging. However, there are options on the Residential Help site to use chat, and other resources.
