can somebody please tell me why I have a charge of $1.98 on my landline phone for property tax recovery? and what it has to do with my service which has been in place for numerous years?

Sounds like one of those fees that appears for no reason. Work with a Verizon rep who cna deal with billing issues and find out what the deal is. Unless your town started charging Verizon for property taxes for placing their remote equipment on or for leasing pole space, the fee should be removed.
